Expedition of the Law on Time Zones and Schedules in the United Mexican States
On October 28, 2022, the resolution issuing the Law on Time Zones and Schedules in the United Mexican States (the Law) was published in the Federal Official Gazette.
The Law is mandatory throughout the national territory and its provisions are of public order and general interest.
For the purposes of the Law, the following time zones are established:
i. Central Zone: includes most of the national territory, with the exception of what is established in sections ii, iii, iv and v below.
ii. Pacific Zone: includes the states of Baja California Sur, Nayarit, with the exception of the municipality of Bahía de Banderas, which will be governed in accordance with subsection i above in relation to the central zone; Sinaloa and Sonora, minus 1 hour with reference to the central zone.
iii. Northeast Zone: includes the territory of the state of Baja California, minus 2 hours with reference to the central zone.
iv. Southeast Zone: includes the state of Quinta Roo, plus 1 hour with reference to the central zone.
v. The islands, reefs and cays will be included within the meridian to which their geographical situation corresponds, in accordance with the instruments of international law.
In accordance with the Law, in the national territory there will be a standard schedule that shall be established in accordance with the corresponding time zones. A seasonal schedule will only be applied for the states and municipalities of the northern border, in accordance with the following rules:
- For the municipalities of (i) Acuña, Allende, Guerrero, Hidalgo, Jiménez, Morelos, Nava, Ocampo, Piedras Negras, Villa Unión and Zaragoza, in the state of Coahuila de Zaragoza; (ii) Anáhuac in the state of Nuevo León; and (iii) Nuevo Laredo, Mier, Miguel Alemán Camargo, Gustavo Díaz Ordaz, Reynosa, Rio Bravo, Valle Hermoso and Matamoros, in the state of Tamaulipas, the time of the southeast zone plus 1 hour is applied with reference to the central zone.
- For the state of Baja California, the time of the Pacific zone is applied, minus 1 hour with reference to the central zone.
- Northern Border Seasonal Time will take effect from 2:00 a.m. on the second Sunday in March and will end at 2:00 a.m. on the first Sunday in November.
- In the event that a federal entity intends to adopt one of the time zones or seasonal schedules referred to in the Law, the corresponding Local Congress may send to the Federal Congress, the amendment initiative by which the time zone will be modified or the seasonal schedule that shall be applied in the entity.
The Law entered into force on October 30, 2022, repealing the Time System Law and the Resolution establishing the seasonal hours that apply in the United Mexican States. With this, the daylight saving time in force as of January 4, 1996 is terminated.
