National Commission of Minimum Wages

December 15, 2021
Francisco Trejo Gutiérrez

On November 25, 2021, through Bulletin No. 14/2021, the Constitutionally empowered body to set minimum wages, that is, the Board of Representatives (the Board) of the National Commission of Minimum Wages (CONASAMI), was installed in permanent session to set the minimum wages that will be in force in 2022.

The Council has the representation of 11 economic groups, both from the workers’ sector and the employers’ sector (each seat with one vote), as well as the representation of the Government of Mexico, through the president of the CONASAMI (who also has one vote).

On the day that the Board was installed in permanent session, the board members received the annual report on the behavior of the economy, with an analysis of the performance of the economic and labor indicators of Mexico and some countries of the world within the last 12 months.

Pursuant to the Federal Labor Law, the Board shall set minimum wages during December and before the last business day of such month, after analyzing the annual report of the Technical Direction and dialogue between sectors on various increase proposals.

It was also reported that, from 2018 to 2021, the minimum wage has increased 60.4%, going from $88.36 to 141.70 pesos per day in the “Rest of the country” area; while in the “North Border Free Zone” area, the increase has been 145.5%, to reach $213.39 pesos per day. Discounting inflation, the increases have been 43% and 115.3%, respectively. It is estimated that the increases have benefited almost 4.5 million employees who contribute to the Mexican Institute of Social Security.
